You can use 30 Historic City Key Fragments (Epang Palace) to redeem a Historic City Key (Epang Palace).
In addition, you can also use 10 fragments to redeem a golden sub-city key; 5 fragments to redeem a purple sub-city key; and 1 fragment to redeem Super Resource Chest *10, 7 Day Speedup for Construction *5, Dragon Source Fragment *15, and 3 Day Speed Up *10.
How to Get Epang Palace
In order to get enough fragments to redeem the city key, you have to get the Valorous Medal as much as possible to rank in a higher place.
If you want to obtain the city at once, you have to keep ranking in the top 50 because you have only 3 days to collect the fragments.
And you can earn the Valorous Medal in the following ways:

SvS: Be the Conqueror or place in the top 5 in Server War Personal Ranking.

BOC: Single round ≥1,200 scores, and you will get 29,000 Valorous Medals.

World Boss: Single Time Damage Ranking reaches the top 20. (Can get up to 57,100 Valorous Medals)

Purchase Gems: Get Valorous Medals equal to the number of Gems purchased.
Notes:

Evony divided all players into 5 groups according to their servers' opening time. And you can click the “Top Charts” on the Historic City event page to check your group and ranking.

After the event ends, you still have two days to redeem rewards but can not earn the Valorous Medals.

You can not use the bubble for 10 mins when you are occupying a Historic City.
